Only Citizens Vote Coalition
The Only Citizens Vote Coalition (OCVC) is a network of election denial groups that peddles unsubstantiated claims about mass non-citizen voting in American elections. OVC was launched in May 2024 by Cleta Mitchell, a noted election denier and central figure in Donald Trump's efforts to overturn the 2020 election.[1]
OCVC is a project of the Fair Election Fund, a right-wing nonprofit aimed to "promote election integrity by compensating whistleblowers at the grown level who witness corruption first hand during the election process," according to a May 2024 article by Fox News.[2]

ALEC's Only Citizens Vote Model Policy
At the organization's 51st Annual Meeting in July 2024, the American Legislative Exchange Council (ALEC) circulated the "Only Citizens Vote Model Policy."[3] The Guardian reported that the model originated from the Only Citizens Vote Coalition. According to a newsletter obtained by the publication, Cleta Mitchell; Chris Chmielenski, the head of the anti-immigration group Immigration Accountability Project; and Ken Cuccinelli, national chair of the Election Transparency Initiative, were some of the OCVC members who presented at the ALEC meeting.[4] The OCVC was a chairman-level sponsor of the ALEC meeting, as revealed by a sponsorship list obtained by the Center for Media and Democracy.[3]
The Guardian reports that the policy would ban non-US citizens from voting in "any and all public elections on any and all matters," and that it would prevent local governments from adopting provisions that several citizens have passed allowing residents without full citizenship to vote in local elections.[4]
