Schuyler G. Chapin, "who has more than 47 years of experience in arts administration, is the commissioner of the New York City Department of Cultural Affairs (DCA). Prior to joining DCA, he was vice president, worldwide concert and artist activities, for Steinway & Sons. Chapin also served as dean of Columbia University’s School of the Arts, where he built a major graduate school for creative artists. He has served as the School’s dean emeritus since 1987. He has held numerous positions devoted to the arts including general manager of the Metropolitan Opera Association; vice president of Lincoln Center for the Performing Arts and director of Masterworks; vice president of Columbia Records and he served on President Reagan’s Committee for the Arts and Humanities. He is presently the chairman emeritus of the Independent Committee on Arts Policy and has worked with Mayor Rudy Giuliani to provide resources to bring the arts back to New York City Schools through Project ARTS and the Center for Arts Education."
