Project on National Security Reform
The Project on National Security Reform (PNSR) is a nonpartisan organization, funded by Congress, foundations, and corporations, "working to modernize and improve the United States' national security system to better protect the American people against 21st century dangers."[1]

PNSR published its landmark report, Forging a New Shield, in December 2008, which they claim is "one of the most comprehensive studies of the U.S. national security system in American history." It's second major report, Turning Ideas Into Action, was published in October 2009, and "gauges progress in national security reform in the Executive Branch and Congress, refines recommendations from Forging a New Shield, and outlines specific next steps that must be taken by the government to implement systemic transformation."[2]

Guiding Coalition
"PNSR’s Guiding Coalition is comprised of former senior federal officials and others with extensive national security experience. The bipartisan group sets the strategic direction for the Project, examines progress, discusses objectives, and reviews findings and recommendations resulting from PNSR research and analysis. Members of the Guiding Coalition are helping to communicate the final findings and recommendations of PNSR to officials in government, the policy community and the public."[3] Current members are:
