Michael Carlin is the Deputy General Manager and Chief Operating Officer at the SFPUC. He has worked for the SFPUC since 1996. Since 2004 he was Assistant General Manager for Water. Carlin reports directly to the General Manager. Deputy General Manager Carlin also plays a leading role in overseeing environmentally innovative “green” projects. Prior to joining the City, he was the Chief of Planning for the San Francisco Bay Regional Water Quality Control Board.[1]


Carlin is mentioned in documents obtained under an open records investigation of collusion among the San Francisco Public Utilities Commission and various external individuals and entities in the defense and promotion of promoting sewage sludge as "organic biosolids compost."
