Community Advisory Panels are commonly initiated by government agencies and companies in a bid to defuse community opposition to projects or proposals.
While panels can be effective in driving change where the political will exists, they are commonly initiated as part of a divide and conquer strategy of enticing 'moderate' activist groups into a process to marginalise 'radical' groups.
