C. Paul Robinson
Dr. C. Paul Robinson is President of the Sandia Corporation, a Lockheed Martin Company, and Director of the Sandia National Laboratories.
The "Sandia Corporation manages Sandia National Laboratories, with principal sites in Albuquerque, NM, and Livermore, CA, for the US Department of Energy's National Nuclear Security Administration.
"Robinson joined Sandia in October 1990 and became President in August 1995. His responsibilities include managing the laboratory's $2-billion annual budget and 8,000 full-time employees. Through his leadership, Sandia has significantly increased its partnerships, including 500 cooperative research & development agreements, 725 non-federal entity agreements, 550 commercial licenses to Sandia-developed intellectual property, and over 2,150 small business assistances. Through extremely innovative legislation, the state of New Mexico enables Sandia staff to consult with NM small businesses, at no cost to the business, through a credit against taxes.
"He is a member since 1991 of the Strategic Advisory Group for the Commander, US Strategic Command, and chairs the Policy Committee. He served on Department of Defense's Threat Reduction Advisory Committee and was Chair for the Presidential Technical Advisory Group on Verification of Warhead Dismantlement and Special Nuclear Materials Controls. He previously served on the Scientific Advisory Group on Effects for the Defense Nuclear Agency, is active on Defense Science Board studies, and provides advice to other government agencies.
"From 1988-90, Ambassador Robinson served as Chief Negotiator and head of the US Delegation to the US/USSR Nuclear Testing Talks in Geneva. He was appointed by President Ronald Reagan, confirmed by the US Senate, and reappointed by President George Herbert Walker Bush. These negotiations produced: 'Protocols to the Threshold Test Ban Treaty' and the 'Peaceful Nuclear Explosions Treaty.' Both, along with the treaties, were ratified unanimously by the US Senate and are in force between the US and Commonwealth of Independent States. The Joint Verification Experiment of 1988 laid the foundation for today's US/Russian Lab-to-Lab efforts.
"From 1985-88, he was Senior Vice President, Principal Scientist, and Board Member of Ebasco Services, Inc., a major New York based engineering and construction firm. Spending most of his early career (1967-85) at Los Alamos National Laboratory (LANL), he led LANL's nuclear weapons and other defense programs. A frequent guest speaker who has testified before Congress more than 80 times, he was elected to the National Academy of Engineering.
"Robinson is active in community programs and encourages involvement for Sandia employees. Sandia and its employees have increased United Way contributions to more than $2 million yearly. Employees volunteering throughout their communities report more than 85,000 hours annually. Sandia/Lockheed Martin received the 2002 Award of Excellence from the Presbyterian Foundation and was named the 'Employer of the Decade' by the Albuquerque Hispano Chamber of Commerce. Additionally, Sandia received the Outstanding Business in Philanthropy Award from the New Mexico Chapter of the National Society of Fund Raising Executives.
"Robinson received the Outstanding Public Service Medal from the Joint Chiefs of Staff and was awarded the Pake Prize in 2003 by the American Physical Society for outstanding leadership and research accomplishments over his career. He is on the boards of the Great Southwest Council of the Boy Scouts of America, Wells Fargo Bank, Technology Ventures Corp., and the Florida State University Research Foundation. He is a trustee of the Kazakhstan Nonproliferation Institute.
"He has a B.S. in Physics from Christian Brothers College, a Ph.D. in Physics from Florida State University, and an honorary doctorate from Christian Brothers University."
