Andrew Bacon, former chair of the Leicester and Leicestershire Enterprise Partnership

"Andrew previously held the post of Regional Director for BT in the East Midlands and chaired the East Midlands Regions Board. He is now Chair of the Leicester & Leicestershire Local Enterprise Partnership.

"Andrew sits on the Greenest County Think Tank in Suffolk chaired by the Suffolk Strategic Partnership and is a private sector sponsor of numerous Third Sector social enterprises. He is also a member of the Suffolk Collaborative – a partnership formed across all sectors absorbing within it the SSP and the CEO group across the public sector in Suffolk.

"Andrew is a member of the De Montfort University Business Advisory Panel, and a member of the CBI Council for the East Midlands. Andrew represented BT on the CBI Local Government Panel. He is a non-executive director on the board of the Leicester and Leicestershire Economic Development Company – Prospect Leicestershire. Andrew is also a Trustee on the board of the Centre for Public Scrutiny.

"He graduated from Leicester in 1987, and has since held senior management and executive roles across the private and public sector for over 22 years. Having worked for Lucas, Honda, United Technologies, KPMG, EDS and BT, Andrew acquired skills and experience in designing and leading organisational transformation through partnership and collaboration working in over twenty countries around the world.

"Andrew’s achievements include leading Lucas Automotive through a ‘quality revolution’ as a quality manager, managing the development within the Honda Engine Plant out of the ground into operation for five years, and directing the programme for the transfer of the production for the Honda Civic from Japan to the UK.

"He went on to join a management buy-out team’s successful acquisition (funded by Bain Capital) of a global division of United Technologies, to lead a successful separation and transformation of the European operations as Operations Director, into a profitable business at the forefront of the automotive industry in two years, resulting in a successful disposal.

"Andrew then established and developed a successful transportation and automotive industry practice in KPMG, active in support of corporate restructuring, recovery, merger/acquisition and audit. Notable successes included leading a programme to transform the MOD’s Defence Aviation Repair Agency into a trading agency, developing a memorandum of sale for Daewoo Automotive after a global due diligence programme and the successful regeneration and transformation of the public transport industry and authorities across the Russian Federation. Andrew personally advised and supported small and medium sized (as well as larger) automotive companies out of crisis, often acting as interim Managing Director. Andrew later directed further transformation programmes across the Ministry of Defence, including a successful 30 per cent cost efficiency programme for the Helicopter Engines Integrated Product Team.

The call to action on e-Government prompted Andrew to help establish KPMG as an early leader in the supply-side delivery of e-Government services and transformation support to local authorities across the UK. For over five years Andrew performed the role of Practice Director for local government and architected successful transformation partnerships for a number of London borough councils and leading PPP’s with such as Norwich city council. Andrew has continued to work with Leaders, Chief Executives and stakeholders across Local Government transformation ever since." [1]
