William Phillips is a founder of Utrecht & Phillips, a Washington D.C. lobbying firm.
He was previously a partner in Ryan, Phillips, Utrecht & MacKinnon. In January 2009, Roll Call reported that the firm had split up and that "Tom Ryan and Jeff MacKinnon have taken two colleagues from the original firm to form Ryan, MacKinnon, Vasapoli & Berzok, while Lyn Utrecht and Bill Phillips have snagged seven colleagues to join their venture Utrecht & Phillips. The Ryan MacKinnon firm will focus on legislative and lobbying work, and Utrecht & Phillips will specialize in campaign finance law as well as lobbying."[1]

Climate change lobbying
Southern Company, a major U.S. power utility, spent $90,000 on Ryan, Phillips, Utrecht & MacKinnon in 2008 and a further $30,000 to date in 2009.[2]The registered lobbyists for 2008 were Thomas Ryan, Matthew Berzok, Jeff MacKinnon, Joe Vasapoli, William Phillips, Doug Nappi and Rodney Hoppe.
