Victoria K. Holt "is a Senior Associate at the Henry L. Stimson Center and is the Codirector of the Future of Peace Operations program. She coauthored a study of peacekeeping reforms at the UN, analyzing implementation of the recommendations for the 2000 Brahimi Report and offering options for further improving peace operations. Ms. Holt served as a Senior Policy Adviser at the Department of State under President Bill Clinton." [1]
