This is a great question Xscinx. Personally, I think that would be judged by the cumulative popular vote in the state. However, I think you should post this question to the project's discussion page so we can all brainstorm a solution.

Sysop Status

I just wanted to let you know we made you a sysop here on Congresspedia. It's a fancy term (of unknown origins) which means you can protect pages, lock them, etc. It's a higher level of user on the wiki. Thanks for all your help!
