Thomas Edward Warriner was appointed Undersecretary for California's Health and Welfare Agency in January, 1987 by then Governor Deukmejian. He received his Bachelor of Arts degree from UCLA in 1964 and his Juris Doctor degree in 1967. He has served as deputy attorney general and senior assistant attorney general in the California Department of Justice, and as deputy director and chief counsel in the Department of Health. He also served for four years as a member of the Advisory Council of the National Institute of Environmental Health Sciences, and as an advisor on research grants for the United States Department of Health and Human Services.
