"McNaugher is responsible for the RAND Arroyo Center, the Army's federally funded research and development center. He is also a professorial lecturer at Paul H. Nitze School of Advanced International Studies at Johns Hopkins University and a member of the Council on Foreign Relations. As an active-duty Army officer from 1968 to 1975, CPT McNaugher served in the Republic of Vietnam from 1970 to 1971. As a mobilized Army reservist, LTC McNaugher participated in Operations Desert Shield and Desert Storm on the Arabian Peninsula from 1990 to 1991." [1]
