Creation and purpose

I created this template to make use of the "metadata" class, as can be found on other templates, like Template:Stub. I intend to use this for adding meta notes to pages, mainly pages in the SourceWatch namespace. That way when we change the "metadata" class with any redesign, all the metadata notes will change as well.
