Thomas H. Glanzmann was with Philip Morris Stockholm, and wrote the 1987 "Project Coumarin - Top Secret" memo about the additive coumarin contained in in tobacco. Glantzmann wrote,

As coumarin is a substance which, according to Norwegian experts, stimulates the heart and has a cancer inducing effect, a focusing on the problems surrounding it would be likely to attract considerable publicity.

Glantzmann reported to PM that the Norwegian authorities were unaware of the coumarin in cigarettes. [1]
