Stephen A. Moses
Stephen A. Moses is a leading advocate for “Medicaid reform” who is closely aligned with the insurance industry. He is widely quoted in the news media, gives frequent lectures and seminars, and is an advisor to legislators and Medicaid officials. His primary message is that access to Medicaid must be severely restricted, and that seniors should purchase long-term care insurance. Moses presents himself as an independent think tank expert. Rarely mentioned in his own materials or media reports is the significant funding he has sought and received from insurance interests.

Supported by the insurance industry
Moses is currently president of the Center for Long-Term Care Reform, Inc., a for-profit entity that he established in February 2005. His current organization was preceded by the similar sounding Center for Long-Term Care Financing, a non-profit he co-founded in 1998 to “educate others about the problems which plague America’s long-term care financing system...” Tax reports show that this group was launched with the support of insurance carriers, insurance agents and brokers. From 1998-2004 it received some $2,130,222 in grants and contributions in outside contributions, according to tax records.
In a 1999 fundraising solicitation to insurance companies, Moses wrote: “Long-term care insurance is difficult to sell when the government is giving it away. If only one in 5,000 of these people took our advice to purchase LTC protection, then the Center for Long-Term Care Financing has generated $35,000,000 in LTC insurance premium. The Center may be the long-term care insurance industry’s top producer!”
Today, Moses continues to advise states on how to tighten their Medicaid programs. In a brochure circulated to state legislators by the conservative Heartland Institute in the summer of 2007, he advises officials to “set up programs to divert applicants for Medicaid to home equity conversation and private insurance…”

Education and employment history
Moses was born on November 22, 1945. In 1967, he received a Bachelor of Arts in Political Science from the University of California, Davis and a Master of Arts Degree in Political Science from the University of Maryland in 1972. He began his career, according to an article in Forbes, working for a local California office of the Department of Health and Human Services and later a regional Medicaid office in Seattle. According to the article, a reading of Ayn Rand’s Atlas Shrugged converted him to a free-market proponent. He went on to serve in the Reagan Administration’s Health Care Financing Administration and Office of the Inspector General 1987-89. In 1989, he became research director for LTC, Inc, a privately-held company that marketed long-term care insurance.

Stephen Moses is president of the Center for Long-Term Care Reform, Inc. in Seattle, Washington. The Center promotes universal access to top-quality long-term care by encouraging private financing as an alternative to Medicaid dependency for most Americans. Previously, Mr. Moses was president of the Center for Long-Term Care Financing (1998-2005), Director of Research for LTC, Inc., (1989-98), a senior analyst for the Inspector General of the U.S. Department of Health and Human Services (1987-89), a Medicaid state representative for the Health Care Financing Administration (1978-87), a HHS Departmental Management Intern (1975-78), and a Peace Corps Volunteer in Venezuela (1968-1970). He is widely recognized as an expert and innovator in the field of long-term care.
