The American tobacco industry ran a number of Special Accounts which were used to pay scientists and other consultants in ways that avoided the normal accounting and auditing systems of the Tobacco Institute (TI), the Tobacco Industry Research Committee (TIRC), the Council for Tobacco Research (CTR), or the Center for Indoor Air Research (CIAR).
