In his article "Civil Liberties in the United States After September 11th," Paul Hoffman writes that Patriot Act I [1]

"... also makes it easier for law enforcement to monitor all of the telephones someone under surveillance might use. Thus, instead of getting a wiretap authorization for particular phones, law enforcement could get a roving warrant that would allow them to monitor conversations from many phones, making the potential for intrusion on private and third party conversations much greater than before."
