Romano M. Kiome "the PS ministry of Agriculture was born in 1956. Was educated in Kenya up to first degree (Bachelor of Science); did Masters Science in soil and water management in Wagenigen University in Netherlands – 1985; and PhD on modeling crop production under various soil and water management domains at the University of East Anglia in UK in 1992. Did various postdoctoral research works with the Natural Resources Institute (NRI) in UK, and Silsoe University in UK.

"Has worked in the Kenya Agricultural research Institute since completion of first degree; Carrying out various research activities, Coordinating donors and the National Agricultural Research Program (NARP), of the Kenya Agricultural Research Institute KARI) particularly the World Bank and European Union support. He later became a Director of the Kenya Agricultural Research Institute (KARI) 2000 until his appointment has Permanent Secretary December 2005.

"Has been member and / or chair of a dozen (12) technical advisory committees of agricultural research at national and international level. He has also led and managed several national and region projects before getting into research management.

"Kiome was a Member of the Boards of three other research institutes in Kenya, Member of the Board of Trustees for four international agricultural research organizations, (International Livestock Research Institute, International Maize and Wheat Research Institute, World Agroforestry Centre and Asian Vegetable Development Centre), Member of the Presidential National Economic and Social Council of Kenya."
