In an editor's note as a preamble to a critique of the tobacco control movement, Pambianco wrote
Beginning as advocates of good health, anti-smoking groups have made themselves arbiters of good taste and rulemakers of good citizenship, maligning the intelligence of the American people. By relying on the coercive power of the state to impose their consumer choices on others, anti-smoking groups reject the fundamental proposition that individual responsibility is the basis of a free society.
