The Robert Koch Institute is listed in this document as "a government agency of the German Federal Health Ministry". It organised a scientific workshop to discuss measurement bias and confounding factors in epidemiological studies (much like the George Carlo GEP operations).

It was clearly a friend of the tobacco industry in Germany. It ran programs/conferences using other associations as fronts, and had a funding relationship with the Verum Foundation (owned and controlled by the German tobacco companies in Munich - run by Franz X Adlkofer) and then embroiled the Stiftenrerband fur die Deutsche Wissenschaff (Association of Foundations for German Science).
