Richard "Dick" F. Celeste[1] is President of Colorado College and co-chair of The Century Foundation Homeland Security Project.

"Richard Celeste was born in Cleveland, Ohio, in 1937. After graduating Magna Cum Laude and Phi Beta Kappa from Yale University in 1959, Ambassador Celeste attended Oxford University in England as a Rhodes Scholar.

"After a short term as a Staff Liaison Officer in the Peace Corps, Ambassador Celeste worked for four years as Special Assistant to the American Ambassador to India in New Delhi. Following this, Ambassador Celeste returned to his native Ohio where he served as a State Representative for four years and Lt. Governor for a further four years.

"After an unsuccessful campaign for Governor, Celeste was asked by President James Earl Carter, Jr. to serve as Director of the Peace Corps. After two years Ambassador Celeste returned to Ohio to wage a successful quest for the Governor's Office. Celeste was elected in 1982 and reelected in 1986. Barred by Ohio's Constitution from seeking a third term, Ambassador Celeste became a managing Partner in the business consultancy, Celeste & Sabety Ltd., located in Columbus Ohio.

"Ambassador Celeste served as a Director of Navistar International, Healthsouth Corporation, Republic Engineered Steels and the Carnegie Corporation of New York. He was also Chairman of the Government-University-Industry Research Roundtable, a Member of the Secretary of Energy's Advisory Board and a Visiting Fellow in Public Policy at Case Western Reserves University.

"On November 10, 1997 Richard Celeste was sworn in as the United States Ambassador to India, a post he held until April 2001. During his tenure, Indo-US relations experienced a remarkable warming, culminating in the historic visit of President William Jefferson Clinton to India.

"Ambassador Celeste serves as Chairman of the Health Effects Institute in Boston. He is a Director of Cibernet, and a member of the Council on Foreign Relations.

"Ambassador Celeste is a Senior Advisor to several international businesses. He lives in Cleveland, Ohio, with his wife Jacqueline Lundquist and their son Sam. He has six children by a previous marriage." [1]
