In August 2013 "Pushpa Raguvaran will leave her post as chief executive of Housing 21 at the end of the month in the wake of botched works under a 1,400-home private finance initiative contract in Oldham. To cover the costs of rectifying the work and penalties imposed by Oldham Council, Housing 21 has had to put aside £12.3 million. The 18,000-home association was criticised because of this by the Homes and Communities Agency in a regulatory judgement published today." [1]
