Protective overwatch mission

Protective overwatch mission is a phrase used by President Bush in his 2008 State of the Union address when he said: "American troops are shifting from leading operations, to partnering with Iraqi forces, and, eventually, to a protective overwatch mission."[1] President Bush has indicated his intention to enact a long term military agreement with Iraq that would extend beyond the end of his presidency in 2009, without seeking Congressional approval.[2]
