The White House Privacy and Civil Liberties Oversight Board, although recommended in the July 22, 2004, report of the National Commission on Terrorist Attacks Upon the United States (the 9/11 Commission) and "mandated by law in late 2004, ... was not sworn in until March 2006, due to inaction on the part of the White House and Congress." [1]
