Philip Morris's Washington Relations Office is the cigarette maker's Washington, D.C. lobbying office. The director circa 1995 was James E. Boland.[1] Philip Morris federal Government Affairs office is a division of the company's Washington Relations Office. The office is commonly referred to in PM documents as "WRO." [2]
