Philip Morris' Great American Smokers Manual
This 1992 manual provides smokers with arguments for opposing many public health measures to limit smoking, including airline and restaurant smoking bans, tobacco advertising restrictions and cigarette taxes. PM argues that cigarette taxes are a disproportionate tax on the poor, that such a tax is regressive and unfair and that increasing cigarette taxes stimulates bootlegging.
