Philip Kaiser
Philip Kaiser "is former U.S. ambassador to Senegal, Mauritania, Austria and Hungary, and minister to Great Britain. He was President Truman’s assistant secretary of labor for international affairs, and special assistant to former New York Governor Averell Harriman. He graduated from UW-Madison with a bachelor’s degree in classics and philosophy, and from Oxford University as a Rhodes scholar with a degree in politics, philosophy and economics." [1]
