Biographical Information
In December 2007 Encams appointed Phil Barton as its new chief executive. Barton joined Encams "from his post as director of Renew Northwest, the Government's regional centre for excellence for sustainable communities. Renew, funded mainly by the North West Development Agency, was formed in 2004 and Barton was its first director.... Barton has previously had posts at Defra, Groundwork, the Mersey Basin Campaign and the Co-operative Bank." [1]
