Horn and Ruff write:
- One of the recipients of Hertog "strategic philanthropy" has been the Program in American Grand Strategy at Duke University, headed by Peter D. Feaver, a significant figure in strategic planning circles and an important player within the Long War University. A political scientist with a Harvard PhD, he also is the director of Triangle Institute for Security Studies (TISS), the well-established strategic policy consortium with affiliates at Duke, the University of North Carolina-Chapel Hill and North Carolina State University.[1]
