Paul Willoughby was the Director of Communications and Corporate Relations at the Roads and Traffic Authority (NSW) (RTA) until August 2006. Following a restructure, his position was abolished. At the time his position was abolished Willoughby was on secondment to NSW Police to oversee the restructuring of its public affairs unit.
The 2005 RTA annual report revealed that Willoughby was paid $257,000, "more than those in charge of vehicle safety or traffic", the Sydney Morning Herald reported. [1]
