Oquirrh Institute
The Oquirrh Institute describes itself as a "public policy, solutions-oriented think tank" working to "shine early light on emerging public policy dilemmas and to create innovative solutions." [1] [2]

- Moving to Competency-Measured Education - supporting No Child Left Behind Act-type standards for students and re-examining the "preparation and certification of teachers"
- Improving Environmental Management - addressing conservation and energy issues
- Advancing Health Information and Research - "to secure health and medical information from families to enhance the Utah Genetic Reference Project"
- Enhancing Governance Through Technology - including online commerce and sales tax, domestic security during high-profile events, and considering how the "diverse data systems" already existing within the United States could be "linked together to maximize available information," including for Homeland Security purposes
According to the Department of Education's Office of Inspector General report on Department PR expenditures in fiscal years 2002 through 2004, Oquirrh and the National Council on Teacher Quality received $677,318 in 2003 - 2004, to "increase the American public’s exposure and understanding of the research and full spectrum of ideas on teacher quality."
