The US Office of Information and Regulatory Affairs (OIRA) was a subdivision of the WhiteHouse Office of Management and Budget (OMB). The OIRA was established under President Carter during his lame-duck period, and it flourished under President Reagan as the key organisation in his program of Regulatory Reform. Under the Deputy Administrator of the OMB, James J Tozzi, it became the black-hole of agency regulation -- where draft regulations went in for checking, and never came out.
