National Security Research, Inc. (NSR) was an employee-owned "small business established in 1984 to conduct objective research and analysis on issues related to national security policy. In 2005, National Security Research was bought by CACI International.[1] The Chairman and President of NSR was Dr. William R. Graham, who was the former Director of the White House Office of Science and Technology Policy (OSTP) during the second term of the Reagan Administration and the Bush Administration. NSR provided advanced research, policy analysis, strategic assessment and planning, and tailored technical support for senior-level policymakers in government and industry," according to the corporation website. "NSR has provided policy analysis and strategic and technology assessment support to the Office of the Secretary of Defense, the White House Military Office, the Organization of the Joint Chiefs of Staff, the Departments of the Army, Navy, and Air Force, the Defense Threat Reduction Agency (DTRA), the Arms Control and Disarmament Agency, the Department of Energy (DOE), the Joint Program Office for Special Technology Countermeasures (JPO-STC), the Community Management Staff, the Office of Special Technology, and DOE National Laboratories. NSR has also provided analytical support within its areas of expertise to defense sector firms, including Lockheed Martin, Boeing, Raytheon, Northrop Grumman, General Dynamics and RAND Corporation." "NSR's corporate headquarters is located in Washington, DC. NSR also has personnel based in Department of Defense facilities at the Pentagon, Crystal City, and Alexandria, VA, Kirtland AFB, Albuquerque, NM and Tinker AFB, Oklahoma City, OK." [4]

"Star Wars" Lobby

In June 2001, The Hartford Advocate called "a few large and medium-sized defense contractors and a small coterie of determined men, many of whom have close business relationships to those companies" the "Star Wars" Lobby.

Listed among lobby members was William Graham, a member of the Rumsfeld Commission I and II; member of the Board of Advisers, Center for Security Policy; and Chairman of the board and president, National Security Research, Inc. [5]
