Monica Marshall has worked for the World Food Programme in Rome, Italy since mid-2004.
She was previously a Senior Vice-President with Ketchum's government marketing practice. According to PR Week she "served as the agency lead on both the Department of Education (DoE) contract that arranged for payments to commentator Armstrong Williams and the Medicare account that produced VNRs [video news releases] deemed last year by the Government Accountability Office to be "covert propaganda."[1]
