Mike Hotra is Senior Vice President of APCO Worldwide and is the Former Director, prior to 1998, of the American Legislative Exchange Council’s (ALEC) Civil Justice Task Force.[1] The ALEC Civil Justice Task Force advanced much of the “tort reform” legislation released by the organization. He also served as a lobbyist for the American Tort Reform Association from 2001 through 2003, according to the Center for Responsive Politics. [2]

Hotra also spoke at the 2002 ALEC “States & Nation Policy Summit,” which took place in Washington DC.[3]

ALEC is a corporate bill mill. It is not just a lobby or a front group; it is much more powerful than that.
