The Mid-American Institute for Public Policy Research appears to have been founded at the University of Chicago circa 1984 by Economics professor Roger C Kormendi who then styled himself, Research Director. It has the appearance of being a private think-tank established by Kormendi to cover his payments from the Tobacco Institute.

It later changed its name to the Catalyst Institute. The President of the Catalyst Institute however was Paul Knapp who doesn't appear in the tobacco documents. (see)
