Matthew Lockwood is a senior research fellow with the Institute for Public Policy Research, a think tank considered to closely aligned with the British Labor Party.

Coal Report

In July 2008 IPPR released a report by Lockwood, After the Coal Rush: Assessing policy options for coal-fired electricity generation, which argued that the UK should propose a two-year Europe-wide moratorium on new coal-fired power stations.[1][2]
