Professor Luigi Manzo was a prominent tobacco tout in Italy who was also a Professor of Toxicology at the Department of Internal Medicine, University of Pavia. He was prominent member of a small group of medical academics who collectively worked behind the scenes in Italy to prop up the tobacco industry.

This group were run as ETS Consultants by tobacco lawyers Covington & Burling. [2]
They were ultimately controlled by Washington tobacco lawyers Covington & Burling, via Helmut Gaisch at FTR in Switzerland, and with the help of ARIA administrator, George Leslie in the UK.
