Lucio Mocsayi was the Latin American staff member of Philip Morris in charge of their disinformation operations in Brazil, and perhaps in some of the other countries. He works under Bruce Davies in 1998. They are running the so-called "ETS Consultants" who were effectively WhiteCoats.

They were also running a IAQ testing project with Healthy Buildings International and Gray Robertson [2] [3]
