Dr. Lazare Herzfeld was a Swiss doctor who listed harmful ingredients in tobacco. Dr. Herzfeld (for a consumer organisation) devised a "merit index" based on deliveries of components. The first [Herzfeld Index] was published in February, 1976.[1]
