Mr. Tonn occupied various positions with the Texas Department of Human Services, including Administrator of Medicaid Rate Setting, Program Manager for Long Term Care Services, Assistant Commissioner for Purchased Health Services and Assistant Commissioner for Institutional Services. His areas of expertise include Medicaid administration, Medicaid financing, nursing homes, and Medicaid, ERS and Charity Care populations and costs.
