Andrew Zausner (Lawyer, Dickstein Shapiro Morin * Oshinsky LLP): Member of Philip Morris' Appropriations Working Group (c. 1996), which worked through the federal government's apporpriation process to insert an amendment into a 1994 House appropriations bill that would end Stan Glantz's NCI grant to study Tobacco Institute contributions and legislative behavior.

Tobacco Lobbying Work
According to the US Senate Lobbying Database, Andrew Zausner and his team at the law firm Dickstein & Shapiro did more that $2.6 million worth of lobby work in 2011 on behalf of tobacco companies.[1]
Zausner is a partner at the Washington, DC based law firm Dickstein & Shapiro and is part of their Public Policy & Law Practice with an emphasis on the company's legislative activities. While Andrew Zausner is listed as lobbying in 2011 on other issues like waste-to-energy and biofuel, the majority of money reported is for work for tobacco companies.
Lorrillard, the third largest US manufacturer of cigarrettes including popular brands like Kent and Newport, paid Dickstein & Shapiro $2.6 million for lobbying services mainly targeting the US Senate, the House of Representatives and the Beurea of Alcohol, Tobacco and Firearms (ATF).
Andrew Zausner and his team worked on many issues on behalf of Lorillard including:
"Monitor[ing] federal legislation and activity related to the tobacco industry."

Swisher International, the maker of sweet cigars and flavored tobacco, paid Dickson & Shapiro $140,000 in 2011 for lobbying services targeting the US Senate and House of Representatives. Andrew Zausner and his team worked on many issues for Swisher including,

The US Senate Lobbyist Database does not list the exact nature of the lobbying activities, nor does it disclose which members of the US Senate and US House of Representatives that Zausner and his team met with. We do however know how much money was paid to Dickstein & Shapiro for the work and the general issues that they were working on for their clients.
According to his company bio, Zausner has, "has concentrated on are the Energy Policy Act of 1992, the National Energy Security Act of 1991, and the Clean Air Act Amendments of 1990." There is no mention in his bio of the work he has been doing on behalf tobacco companies. From 1979 to 1985 Zausner worked for Pennzoil, the manufacturer of motor oil and related products. Prior to that Zausner spent two years in the US Department of Energy. Zausner also worked for a short time at the Cigar Association of America.
