W Kip Viscusi (actual name was Kevin) was a public-choice economist (Libertarian) who worked for the tobacco industry while maintaining a position at Duke University -- which has some allegences to the tobacco company RJ Reynolds Tobacco. Buck duke, after whom the University is named, was the founder of the company, and the University was first built on the tobacco company land. (as was Wake Forrest)

Prosperity Reduces Risk
From 1912 to 1993, deaths from unintentional injuries decreased by 57 per cent in the USA. This decline in accidents has occurred steadily throughout the century, long before the USA began its drive to reduce risk through government regulation, said Professor Kip Viscusi,keynote speaker at the Risk, Regulation and Responsibility conference in Sydney in mid July. The decline, he said, was driven largely by the marketplace. The conference organized by the IPA and the Centre for Applied Economics at the ANU (Prof. Jane Hirsh), attracted an audience of almost 200.[14]
