Kevin Casas Zamora "is a Professor at the University of Costa Rica and an international consultant for the UNDP and IFES, among others. He has written extensively on Latin American politics, with particular emphasis on electoral issues, campaign finance, and civil-military relations. He is the co-author of Soldiers as Businessmen: The Economic Activities of Central America's Militaries (1998) and the editor of Comparative Civil-Military Relations: Understanding the Mechanisms of Civilian Control in Small Democracies (Latin America) (1997). Dr. Casas holds a master's degree in Latin American politics from the University of Essex and a doctorate in politics from the University of Oxford." [1]
