"Julie Pulerwitz is the director of the Population Council’s HIV and AIDS program...Pulerwitz directed (2014–2016) and now oversees Project SOAR, a 50 million dollar PEPFAR-funded HIV implementation science project that generates evidence to inform programs and policies for HIV prevention, care, and treatment around the world. And, she initiated and now supports the Bill and Melinda Gates Foundation-funded DREAMS global implementation science project, focused on reducing HIV risk for adolescent girls / young women, and their partners. Prior to her current position, she was the director of the HIV and TB Global Program at PATH.

"Pulerwitz participates in several invited advisory boards, such as UNICEF’s PrEP for adolescents TAG, and is co-chair of PEPFAR’s male engagement task force of the Interagency Gender Working Group. She has worked in over 20 countries across Africa, Asia, and Latin America, in addition to the United States, and is widely published in the peer reviewed literature. She received her masters and doctoral degrees from the Harvard School of Public Health, and her undergraduate degree in International Relations from the University of Pennsylvania.

"An accomplished behavioral scientist, Pulerwitz has over 20 years of experience in implementation science and evaluation, and program design, with particular expertise in behavior change communication, gender and male engagement, and stigma. Among her contributions, Pulerwitz is known for her conceptual and methodological work developing scales to measure power in sexual relationships (the SRPS), and gender norms (the GEM Scale). These tools have led to a body of work whereby attitudes and behaviors can be compared across different contexts and populations. They have helped shape HIV and gender-based violence prevention programs across the globe."[1]
