Jon W. van Horne and Shana Tesler founded the Washington, DC, law firm of VHT Law PLLC in 2005. In his profile cited below, van Horne fails to mention that he, as well as Tesler, were previously together with the Greenberg Traurig law firm -- from which he was asked to resign -- and members of "Team Abramoff". [1]

Side Payments

"Four former Greenberg Traurig lobbyists besides disgraced former colleague Jack Abramoff took improper side payments in violation of company policy and have been referred to the Justice Department, a top law firm executive has disclosed," Julie Kay reported November 17, 2005, for "The four other lobbyists now being questioned" are Kevin A. Ring, John Van Horne, Michael D. Smith and Stephanie Leger Short.

HighViz Consulting

On October 10, 2004, "Abbe Buck, Principal Consultant and CEO of HighViz Consulting Group, (HVCG), small, woman owned," announced the establishment of an Advisory Council to assist her "and her team in advising tribal entities that HighViz Consults to in training and securing outsourced employment in non-traditional locations such as Native American Indian reservations, which are recognized as HUBZones by the Small Business Administration ( and the US Department of Commerce." Jon van Horne, identified as of Critical Decision Analysis, was listed as a member of this new Advisory Council.


Van Horne's three decades of experience "includes various positions in the Office of the General Counsel of the Navy and the General Electric Company, as well as private practice in Washington DC," according to his VHT biography.

"In addition to providing counseling on government contract matters, including grants and leases, to a number of the clients, Jon has participated in due diligence exercises for corporate sales and has conducted contract litigation in the administrative tribunals and U.S. Court of Federal Claims.
"Another significant area of Jon’s practice is American Indian law. Having started with Indian Gaming Regulatory Act matters, he has also been involved in federal recognition of Indian tribes, land-to-trust issues and economic development on reservations. Jon also deals with other federal administrative matters such as the export controls, anti-boycott and embargo regulations, Foreign Corrupt Practices Act, Exon-Florio and FOCI matters, and the Freedom of Information Act."
