John D Kelly was generally known as Jack Kelly within the tobacco industry conspiracy circles. Most of the industry documents refer to him as "Jack". He was the Regional Director of the Tobacco Institute for the Western Districts (ie California), and therefore closely involved in the Beverly Hills Restaurant smoking problems and in other industry projects. He came under the State Activities Division (SAD) of the TI.

Until January 1978 he was Executive Director of CATCD - the Californian Association of Tobacco and Candy Distributors. He later became a Senior VP with the State Activities Division, at the Tobacco Institute and ran the Californians for Common Sense operation to counter the 1977-78 initiative known as Proposition 5.
