Joel G. Combs was "identified" on the ADCS, Inc. website October 2000 as the company's "Director of Business Development," Matt Potter reported in the San Diego Reader. "According to the website, 'prior to his role in business development, Combs acted as liaison to the National Imagery and Mapping Agency (NIMA) and was directly involved with a $600-million federally funded NIMA program to digitize satellite images and paper maps," Potter wrote.
