Joanna Spear
Dr. Joanna Spear "is the Director of the Security Policy Studies Program at the Elliott School, George Washington University at George Washington University. Between 1996 and 2003, she was a Senior Lecturer and Director of the Graduate Research Program in the Department of War Studies, King's College London. She previously taught at the Universities of Sheffield, York and Birmingham. She was a Post-Doctoral Fellow at the Center for Science and International Affairs, Harvard University (1993-5) and a Visiting Scholar at the Brookings Institution (1999). She completed her ESRC-funded PhD at the University of Southampton and a BA from Staffordshire. An expert on US arms sales policies, US counter-proliferation policies and transatlantic relations, Dr. Spear is author of Carter and Arms Sales and The Changing Political Economy of the Defense Trade (forthcoming), and has written numerous chapters in books and articles. Her research interests also include the global defense trade and post-conflict reconstruction." [1]
