Jerome F. Climer is the President of both the Congressional Institute, a Republican think tank, and the Public Governance Institute. [1]
A biographical note states that he was Assistant to the Secretary of Agriculture in the late 1960's and early 1970. "From 1978 to 1984, he was Chief of Staff to Congressman Ed Bethune of Arkansas. Between 1985 and 1990, he served as a member of the U.S. House Republican Leadership staff," it states. [2]
